Vince Rossi (James Farentino) is an LAPD detective whose dead brother used to work for the mob.  Rossi volunteers for an unusual undercover assignment which involves the LAPD firing him for gross misconduct.  But the charges are fake, and only Rossi, the Commissioner and his boss are in on it.  Now seemingly a crook, Rossi infiltrates the mob and works against them from within. Rossi tries to learn who has been laundering money that is being used to corrupt city officials.
